An employee of the Fire and Rescue Service (FRS) for 27 years David is currently a serving Group Manager in the Mid and West Wales Fire and Rescue Service in the role of Head of Business Fire Safety with a team of 42 enforcement and administrative staff; he has previously performed a variety of operational and specialist roles; a confident and self-motivated professional with extensive emergency response and incident management experience, including the development of emergency plans and procedures for top tier COMAH environments; has delivered the enforcement of fire safety legislation and the provision of training and development opportunities to employees and external agencies; is widely recognised for his skills and knowledge in Petro-chemical, LNG, Marine, Hazardous Materials and Fire Scene Investigation; a long-standing member of the Pembrokeshire Mutual Aid Partnership, FRS / Natural Resources Wales Liaison Group and various Local Resilience Forum groups where his knowledge and experience is used to inform policy-making and emergency planning arrangements; has a proven record of bringing about cultural change within organisations, continuous improvement through performance management and is focused on seeking continual professional development and improvement opportunities. He is currently in the final year of his master’s degree course.
David initially followed a career in farming after leaving Agricultural College and moved into Animal Welfare enforcement as an RSPCA Inspector until joining the Fire and Rescue Service in 1991; A qualified NVQ Assessor and Internal Quality Assurer (IQA). NEBOSH General Certificate qualified; Is a Member of the Institution of Fire Engineers; a Member of the British Association for Public Safety Communications Officials; a Member of the Chartered Management Institute, Affiliate Member of the Chartered Society of Forensic Sciences, Member of the International Association of Arson Investigators and Professional Member of the UK Association of Fire Investigators (MFireInv); Fire Scene Investigation Team Manager for the Mid and West Wales Fire and Rescue Service with management responsibility for a cadre of 22 Fire Scene Investigators; is currently leading the joint Service accreditation process for the attainment of ISO 17020 standard for the Mid and West Wales and South Wales Fire and Rescue Services respectively. He has been trained in Fire Scene Investigation at the Fire Service College, University of Edinburgh, Gardiner Associates Training and Research attaining the Skills for Justice Level 5 Certificate in Fire Investigation and the BTEC accredited Level 7 Advanced Professional Award in Expert Witness Evidence delivered by Legal Experience Training; He has experience of providing expert evidence in the Criminal Justice and Coronial Systems and of leading investigative teams during multi-agency operations. He is married and currently resides near Haverfordwest, Pembrokeshire; interests include horse-riding, his dogs, Leicester Tigers and exploring the local countryside.
